If you make an honest attempt at getting the problem fixed, by spending a certain dollar amount, and you are still failing (depending how badly) you can file for an exemption. That's how I understood it a few years ago, although I don't know of anyone who applied for an exemption.

If the high flow cat has a carb # and is in the stock location, then yeah, maybe. Depends how **** the inspector is.
I think there are still a lot of gray areas. I'm waiting for the day when we have to bring a lawyer to inspection.

There is no way to tell exactly what they are going to do.They punch in your VIN and the computer tells them what to do.There is NO every other year or you just bought it so it needs a full inspection! If you get the right day,when alot of shops are doing stickers,the computer will just spit out a sticker without any inspection

My 96 Caviler with 140,000 miles has not had a reg. inspection in the 3 years I have owned it.All of them were safety's.A friend of mine that work's at a garage confirmed this to me today too.He has put brand new cars on the rollers because the computer wanted it
I've seen the state inspection change so many times in the last few years that anything can happen.Personally I like the plug in test.My car will not pass a roller test with the engine work I have,but with LS1 Edit I was able to tweek the testing perameters so I have no engine lights from false engine misfire

A side note:
Last year I went to Mobile on rt106 next to rt24 and they gave me no troubles for the Headers.They did look for the Cats that were on.So this year I'll be going back(next month)I'm thinking of putting the stock SLP exhaust back on to cut down on the chop noise from the Cam though.

The stat computer will check for the 'paramater passed' in the PCM. If thats not there, you (according to mod13) have to go on the rollers.
That was what they called the clean screen low emitter profile. When that set up was used they would still call for an emissions test randomly to check that these cars still met the LEP profile. That has since been replaced by the OBD II plug in test.
i got my car tested last year the guy was a bitch he sent me home with a regection sticker for bad tires
i came back a week later with new tires he sent me away again cause the rotors were to worn, so i came back again and he said the tie rod ends. at this point i went off on the guy and made him go through my car all of the car over twice so i didn't have to come back again. each time i had to call in to work and miss a days pay. so finally the 4th time i went i passed the safety and then came the emmissions, wich i passed but he took 5 runsd on the machine to do it right he kept missing shifts and he almost let my engine over heat, cause thier was no fan in front of the car and it was about 100 degrees. anyways i have no point to my story other than this guy sucks

You do have a valid complaint! Unless there is a paperwork problem (like vin on reg does not match car, reg expired, etc) the inspector is required to perform the full inspection. The system will not however allow the emissions portion of the test to be completed if there are safety issues such as brakes or tire problems on the drive axle. And not having a functioning fan in front of the vehicle on the dyno run can and has caused failures for NOx.
i'll agree cnd, that guy dus suck. ive had my car inspected twice, hence having it for 2 years
and the 1st time i got it inspected they did safety and emissions. this time (2nd time) they only did safety. he did pull it in and do sum sh|t w/ the hood up that i am curious about.
