Post NOS problem

I have a friend who recently installed a new NOS cheater plate on his car. The proble we are having is fuel solenoid works ok but nittrous solenoid has a little spurt when first activated than nothing. Voltage drop on the solenoid is 12.2V so it shouldn't be a wiring problem. Has anyone experienced this before or have any suggestions? Filter is clean and no restrictions found in the lines/solenoid.

I'd try dirctly wiring the solenoid, one side to ground, and touching the other to 12V. If it fails then, it's broken, and since it's brand new I'd hope NOS would replace it.
