is there any way to know what your bottle temperature is with a gauge or something? ideal temperature is like mid 90's correct? is there a way to know if the temp is good or does it really not matter as long as your pressure is around 950 or so?

I hate to say this, but it depends on your nitrous tuneup. You have about the same weather as me and most of the race season bottle pressure will be around 900-950, so we tune for that. You want stabilized temperature so the pressure is more consistant during a run. The more nitrous your setup uses a pass the more important this is. My partner and I use about 3.75-4 lbs a pass and the top end goes a bit fat, but is still clean. You can tune the reponse of your system for any bottle pressure, but I think most kits are planning on 950 psi. There is a lot of room for variance with most stock kit jetting so its not something you have to stress over unless you're trying to prove a point at the track.
Letting the bottle sit by the heater vent of your car for 10 minutes before a run will give you a harder inital hit, assuming the bottle wasn't hot to begin with. It doesn't warm the whole contents in that short of time, but it will raise the pressure to 1050-1100 psi and hit the tires harder upon activation assuming you're set up for that kind of thing. This kind of screwing around only works at the track.
