All of the dealers I have dealt with on Ebay have been on the up and up. This converter sounds like a decent one for the price. But... if I was buying one I would call the maker of the converter and talk to them.
You might call around to the local speedshops, trans shops and see if they stock a converter for your car. Most can get one in a day or two. Good Luck!!
By the way... all converters are stall converters, even stock... You want a HIGHER stall converter.

I have a Neal Racing 2500-2700 rpm 12" torque converter I could sell you. I paid $400 for it about a year ago and put maybe 3K miles on it with 30 or so drag strip passes. It's a lockup torque converter and I'd sell it to you for $250. I decided to upgrade to a Vigilante.
If you can afford the Vigilante right off the bat, I'd definitely recommend it. Some OBD1 cars (94 & 95's) have problems with stalls over 3000 rpm so keep that in mind. You'll also want a trans cooler ($50) and probably a shift kit ($110). I'd recommend a TransGo with 2 washers.
