I think it was an option for a sprayer in the rear tire wells that sprayed windshield-washer fluid onto the tires.

1969 option.
It was a bottle of ice melting solution in the trunk with a pump that feed two spray jets. The jets were above each rear tire.

Not trying to start an argument but according to my figures 188 cars were equipped with the "liquid tire chain" option in 1969 RPO V75.Meaning my answer of 37 rear sholder equiped cars would be correct RPOAS4 AND AS5 Standard and delux interions (total 115) but listed as seperate option codes. some of the other rare option codes are
headlight washers CE1 116 cars

ventalition KD5 52 cars

63 amp alternator k85 114 cars

in case ya care the most common option on the 69 was push button radio am u63 with over 200,000 sold and it was 61.00 or so.
