I looked again for arching tonight and almost every plug is arching in the head, would fouled plugs casue this?

 

Either one can cause the other, electricy will always take the path of least resistance. Normally bad plug wires start the cycle by robbing the spark from the plugs, then the plug is prone to fouling. This in turn makes the arcing worse and so on.
