Will a 96' lt4 shortblock work in a 95lt1?

You won't get any power by swapping just the shortblock, as mentioned. As far as identification,

Hey Jason, everything will line up as far as the distributor, right? Isn't everything the same as an LT1 pretty much?

The other post seems to be good info..
Also the 'eyebrows' [valve reliefs] in the pistons on an LT4 are smaller..
The vented opti should go on OK along with your 95 timning cover..

Yeah, externally the dimensions, etc. are the same. You should be able to reuse all your accessories (opti, water pump, etc)
