Why the change in PCV's location on LT1's

And how exactly does my PCV system suck again? And my hose is only a few inches longer than the stock hose too... And the only thing I saw about pressure drop in there showed .1 psi of pressure drop with all the extra hose he ran and that filter that is alot more restrictive than what I'm running.
