Whirring/moaning while turning hard?

There is a safety valve on the rack that emits a kinda hissing noise if you turn the wheel all the way to the right or left.Check the rack and pinion rack and see if there is oil on it.If there is,the rack is going.Get a rebuilt one for about $400.00 installed.(one my third one now.)Hope this helps.
