I believe a purpose rebuilt LT engine (like Golen's) will be much better than an OEM new engine. I was running a stock bottom end LT in the low 12s and spun a rod bearing, which is a common stock LT problem. I have been told the factory rod bolts are the weak link that cause the rod bearing failures. The rebuilds use greatly improved components over stock.

If you mean "new" as in a GM factory engine, you can't. They haven't made them for years and I doubt there are any sitting around anywhere, though there may be.
