Whats this radiator hose do?

Whats this radiator hose do?

There is a smaller diameter radiator hose that goes from the waterpump near the t-stat housing to the lower driverside of the radiator. What does it do? Does it flow all the time when the car is running. I want to use it to run through my turbo to cool it. Will it work?

You could use it for anything you want. It is the "bypass" hose present on cars that don't have an oil cooler.
