What are these hooks/tabs on the framerail in the engine bay?

Here's why I need to know: (on passenger's side)

The alternator relocation kit that keeps the power steering (no a/c, old design) is placing the alternator to touch this just barely. I am wondering if I can take half of the exposed portion of this tab off for clearance, or at least cut away at the corner of it to make room for the alternator to move a bit when the engine torques under load.

Not sure if they are removable or not, but there are blind nuts welded to them that the stock K-Member bolts thread into. The plate keeps the whole thing from spinning as you torque the bolts down ...
