What is your definition of too hot? Stock fans don't come on until 227 degrees (235 for the high speed).

they are turning on apparently at the correct factiry temperature. But it goes up until 250 degrees then it winds down, the fans switch of at 220 degrees or so and then the temp goes back up to 250 degrees. Maybe the radiator? I have a 160 stat, factory pump and factory fans but I have a Be Cool aluminum radiator that I installed a few years back.

Is the front air dam still on the car? It's normal for the car to heat up while sitting still, or in slow moving traffic.

As stated above, it's normal for these cars to run 'hot'. If you start the car, keep it in park, with the A/C off, the fan won't come on until it's just below the red line. This is normal.
