What mark should the clutch fluid be at?

On the clutch resorvior, it says to fill it to the step. When I remove the cap, you can barely see some fluid near the bottom of that rubber piece. If you take out the rubber piece, you can see that the fluid is at the level where the reservoir gets slightly larger in diameter. Is that the step mentioned on the cap? Or should it be filled to the top, just under the cap?

Yeah, you're supposed to use DOT 3 brake fluid. About filling it to the top, I guess that's the general concensus so far.
