What exactly constitutes a 'Balanced & Blueprited' engine?

What exactly constitutes a 'Balanced & Blueprinted' engine?

Balanced= Rotating assembly balanced

Blue printed= Before the motor is built a set of specs are determined (clearance, CR, port volume, etc) Than the motor is put together and the specs measured. Whatever doesn't meet specs gets remachined or reworked until said specs are meet.
So a motor can get built and torn down several times before the blueprinted specs are meet.

At least thats what i was told.
