Question What is the EGR and AIR

What are they and what do they do.
What are the advantages to blocking them off?

EGR is exhaust gas recirculation. AIR is Air injection reaction. Both are used for emissions purposes, and EGR can also be used for idle characteristics. In fact, a certain level of EGR happens naturally depending on how much valve overlap is present. But when actually called "EGR", it typically means the external type that actually pipes exhaust gases back into the intake side.

AIR is used to heat up the catalytic converter more quickly during startup. I can think of no benefit to eliminating AIR, other than a couple of pounds (literally, just a couple) if you removed the pump and plumbing. I'm not sure why you'd want to get rid of EGR, either, unless you were going to headers (does anyone make headers that support EGR?). Maybe a cam swap? The big thing for me is to make sure your cats are still there and your fuel system is still able to maintain combustion near stoic during normal driving. That takes care of most emissions. AIR only operates for a short time during warm up after a cold start. Others will probably have more feedback, but you could do a search in google or whatever for these two topics. I'm sure there is a ton of info out there (they aren't F-body specific; tons of cars from nearly every make use them or have used them)...

does the AIR have a pipes coming off of the manifolds going down into a pump on the front driver's side of the car?
And i am going to put headers on my car.

Yes, that is the AIR system.

All the shortie headers have emissions fittings as do some longtubes.
I just welded emissions fittings into my new TPiS Longtubes then had them coated.
I want to keep my car a long time and my mechanic said emissions testing is coming to my county and nationwide eventually.

I have SLP shorties with EGR and AIR. I plan to take off the AIR cause I don't have cats, so it doesn't matter anyways.

I have already delete the AIR system then, something was messing up causing the little plastic t-shaped connector to melt.
What can i do to delete the EGR or should i keep it?
I'm getting ready to have a chip burnt and need to know what to have him put on it.

It's not that big a deal to just keep it. If everything is still working, then why not. It doesn't hurt power. If you want to delete it, the best way is to make/buy a blockoff plate that goes between the connection at the header and the pipe to the manifold. The blockoff plate shuts off exhaust flow to the EGR system. All the hoses, etc. are still there, but it won't do anything. You have to program the computer to ignore the EGR. The computer tests to see that the EGR is working and might give you a check engine light if not.

The AIR can be capped and disconnected with no problems. The reason your plastic connector melted is that you probably have a bad check valve (the round black thing threaded into the manifold).
