What does adjusting TPS voltage do? LT1 Speed Density?

What does adjusting TPS voltage do? LT1 Speed Density?
If you adjust the voltage up what does it do to the engine. Does it tell the PCM to add fuel? Less fuel. Does it raise the idle?
I know L98's were sensitive, but what about LT1's.
