What to do next

I have 96 Z28 with a 6-speed. It has a Moroso CAI, Flowmaster cat-back, SLP short-throw and SLP skip-shift eleminator. I have about $3,500 to spend on the car and was wondering what mods to do next. I was thinking about doing either a LT4 conversion or a 383 rebuild. Either way I am going to do a complete rebuild with forged internals. I was also thinking about doing a turbo upgrade within the next couple of years. Any ideas. Thanks.

Go with Long Tube Headers, Y-pipe, gears, cam, and tune. Also, upgrade the rear suspension with LCA's and sub-frame connectors. You should still have money left over to do what you want. But with these you will see incredible gains.

What type of long tubes (brand and size)/ Y-pipe is recommended? What about a high flow cats (to pass inspection)? I would like to be able to keep the car drivable.

If you want to have a forged shortblock on top of a head/cam package, it will run you over that 3500 budget pretty easily. As stated above, a full exhaust would probably be your best bet as well as some suspension upgrade and maybe a nitrous kit. I would do a search on the headers topic as it is talked about frequently and there is alot of good info. about it.
