What is the difference 93 / 95 timing chain cover?

What is the difference 93 / 95 timing chain cover?
What is the difference that requires the upgrade to a 95 style cover+ opti to run the double roller timing chain on a 93 motor? I know I need to do it, but what I don't know is the why?
Is it the cover that different, the timing gears, or does it have to do with the opti?
Just for discussion, If I use an elec water pump and don't run an opti does it matter with TC cover I use?
