The first ones that comes to mind that have a good balance are the 218/224 XE or the CC305 or the Hotcam if you're not doing the heads. It's well matched to the flow characteristics of the heads. Granted, there's guys out there driving on stock heads with MUCH bigger cam profiles, but there's an inherent amount of lost driveability with these also.
As for the opti, there's tons of things that get misinterpreted as the opti, so there's really no set way to tell other than putting the car on a scanner or the like.

Cam install isn't rocket surgery, however, if you aren't careful and knick it or something, you are going to have some nasty problems.
The 210/224 cam is PCM friendly, very drivable and maintains good low-midrange TQ.
If you need "cheap" get some bigger RRs(at least on the exhaust side) + some better springs and you can do it yourself).
Many mechs. will charge between 700-1000 for a cam install (not counting RRs and springs) and if you can't afford to do it right, don't do it.JMHO
