what about true duals w/ x-pipe on shorties?

I have a pretty tough inspection to pass so what do you guys think about an x-pipe w/ true duals on some shorty headers sound like? Also would this set up sound better with the cats gutted or not? I am not sure if this county I live in has the sniffer test, so I might gut the cats? Thanks for any help.

Gutted cats usually sound tinny/raspy, but I like the sound of mine with no cats. If you're using bullets it won't be incredibly raspy. X-pipe is always optimal for power so I say go for it.

im running slp shorties/mid lentghs with 2.5" true duals and an h-pipe.
