Waterpump shot?

Waterpump shot?

I removed my waterpump today and found on the pump shaft that the bearing ***** only go half way around the shaft.
Is this normal, or is the bearing shot? The pump is less than 2 years old.

It should make full turns and it should be really easy to turn.
