vapor canister vacuum leak

I'm still trying to isolate a high rpm problem. I'm now testing for vacuum leaks.

With the car off, I cannot pull a vacuum off of the vapor canister from the switch located on the engine. Is this normal?

If not, I will block the line for test purposes.

I disconnected the canister vacuum line and blocked the purge switch. The idle dropped about 1000rpm at idle, nearly to normal. Checked the vacuum line back to the canister and found no leaks. How is the canister supposed to work, vacuum wise? How to test for operational purge switch, which may be staying open at all times?

I removed three lines from the canister, and blocked two while pulling a vacuum on the third line that go back to the engine. The canister did not hold vacuum. Shouldn't the canister be air tight in this situation?
