Two intake runnner on head black/dirty....?

Does this mean the intake valve was not fully seated (lifter preload to tight) and if so would that mean the intake valve is smoked to? OR maybe bad rings? or oil scrapper not doing its job. Sure hoping that its just a incorrectly adjusted rocker. Any ideas. Thanks

I took the intake off to remove the remainder of a snapped bolt from the far rear passenger side of the intake manifold. I ran with that bolt missing for a few thousand miles and It was time to fix it. Once off, I didn't see any signs that it was leaking any air /fuel but who knows. The second reason was because I was getting a noisy valve-train. I went to adjust the preload and while I was under the valve cover adjusting the rockers some all but two of the lifters had bled down over night. They were fairly easy to compress since it was just the spring, but even after sitting over night there was still two that wouldn't compress by hand. I made sure they were on the base circle of the cam and cranked down the polylock to the point the valve was way open, let it sit, then removed the pressure but still was hard. I want sure if it was stuck compressed or what was going on so I wanted to take a look at them. come to think of it.. (I have to check my notes) but I think those were the two that I was suspicious about. Maybe the lifters are stuck fully extended and when the engine heats up the valves don't close, that would cause what is seen in the pictures wouldn't it. Im going to go inspect them closer today. With the intake manifold off it was super easy to tell when the lifter was on the base circle so that was another reason I pulled it off. All the others are adjusted properly and all surfaces look great. I just put new plugs in a few weeks ago and they have almost no miles on them, I threw the old ones out and dont remember exactly what they looked like, but I have pictures of 1,2,3, &4 and they all look like crap, black and wet. I should mention I have a bad split BLM problem. Im going to inspect the lifters and report back tonight, thanks for the input.
