My TPS volts are bouncing back and forth between .062 and .075 constantly. What would cause the TPS voltage to surge? Does while runing and w car off, key in on position. Checked volts going to TPS and it's a steady 5.0. TPS has been changed out 3 times and still have this problem.

 

Seems like you have some things backwards.

The 5.0v you're seeing is the reference voltage. 5v is normal.

A clarification on your TPS voltages (blue wire). Are you seeing .062 or .62? If you're seeing .62-.75 then there is nothing wrong. Anything between .23v and .9v is normal.

You may be chasing a problem that doesn't exist.
