Top Speed Limiter?

I was wondering what the top speed limiter is and how it works exactly, and what happens if you eliminate it?
Also I was wondering if you descreen a MAF will you still pass Emmisions?

It's like the rev limiter. When the programmed speed is reached it cuts fuel until the speed drops (I think it needs to drop ~10mph below the speed at which the limiter is activated). The PCM can be reprogrammed to change or eliminate the limiter.

Do a search on descreening the MAF. I doubt any gain but it shouldn't have anything to do with passing emissions.
