too many mods to choose from

What would be the best mod for my car 108k miles on a 95z28. I have been looking into getting Headers, but since I live in CA and already have bullet turn downs.......I dont think it will pass smog. Also I already get lots of attention because of how loud it is, I love it but I get looks from cops all the time. I was thinking about mid tube pacesetters, but not too sure on how loud it will be. I have $600 to spend on a mod,What do you guys think might be the best mod....Headers,3.73gears,or a hotcam kit. Also I noticed that the hotcam kit doesnt come with Rods, what else would I need to purchase if I went that route . Thanks guys

I would go with the Hot cam. I would reccomend getting hardened push rods I got mine from CM motor sports along with a complete gasket kit. In Cal. you will also need a good tune to pass emmisions, lastly a timing chain wont hurt either that should about all you would need.

AS long as u get a set of headers that are have a Carb # then u should be fine going that route. The LT4 hotcam is also a good option and from what I have read can pass emmissions pretty easily. Of course I wouldnt really recomend getting the cam kit until U have all the mods to support it, such as headers. U shouldnt need to get hardend pushrods with the Hotcam kit bc it comes with self-aligning rocker arms which dont require them, but if u have the extra cash it wouldnt hurt picking them up. I am currently running the hotcam with stock lifters and timing set and havent had any problems, but once again, if u had the cash then u might as well get them. Good luck with whatever u decide. hey i live in CAL and i got the pacestter mid's, and i love them the only thing is i dont know if i will pass smog, i put them on after i passed smog, the reason is that the shop had to cut the y-pipe on the passager side, and the piece that they had to remove was a resonator, that mets with the stock manifolds, so i am not sure about passing smog,put if does have all the AIR hook-ups,so i think it should still pass smog. i love the sound, its so loud know, and the power gain was worth the money.

As long as you have the cats. in place, you shouldn't have issues in passing smog. Also, SLP shorties may be a good choice for you, there are people putting up big numbers with them and I believe they carry CARB certification. Plus, they can reuse the pre-existing y-pipe.
