Time to upgrade

I have a 93z28 a4 with about 85,000 miles on it
and i plan on sprucing it up after an overhaul. any ideas on some good overhaul equipment. I mainly want to be able to pick my front tires off the ground upon hard accel, and be able to burnout with ease so lots of suggestions helpful. Is the LT1 to LT4 upgrade kit worth getting for price to tq/hrsp rating. And i would love to supercharge it but kinda want some money left in the pocket unless the SC is really a great thing. As far as PCM and chipping if I could get some specifics, along with a good cam, just whatever ya'll think will get it up there then ill look into it. Plus I would love a loud rumbling exhaust setup from headers to pipes, but remain mostly legal, i was thinking gmmg with hooker supercomp headers. well thats it guys hope thanks guys later.

What is your budget? Making HP is a function of heads and cam. Getting that power to the rear wheels requires upgrades and changes to the drivetrain. Putting the power to the ground is a function of suspension, and pulling the wheels will require a very good balance of investment in the engine, drivetrain and suspension.

What has been done to the car/engine already, or is it totally stock?

Also, advise what you need to do in your state to be "mostly legal" with regards to emissions? The supercomp long tubes relocate the cat, so technically, they are not legal. But if your car will not be subjected to a rigid visual inspection, its generally not a problem.

I have a CAI, shift kit, flowmaster exhaust but other than that its stock. My budget is about 8,000-9,000. And i'm in virginia and they dont mess with you unless your doing something stupid. But i should be getting a lump sum of money soon as well so my budget will go up.
