throttle body stop screw.. whats it for?

throttle body stop screw.. whats it for?
it seems as if the iac and tps work against the stop screw. Reason i ask is because i read somewhere that the throttle blades should be completely closed at 0% tps. So what purpose does the stop screw serve?

Factory adjusted to 'crack' open throttle plates, thus providing precision adjustment to make sure the plates are NOT completely shut, which can encourage plate sticking in bore.
