Coolant flows through a plate that bolts to the bottom of the throttle body. There is a gasket between the plate and the throttle body, and that could be leaking, or the screws that hold the plate to the body could be loose. It is replaceable.
Not sure how this would relate to hard/delayed shifting.... It is possible you are getting coolant in the intake, since the plate also houses the idle air motor and part of the passages.
Fix the leaking coolant first, then see what happens with the shifting.

I'd suggest you do a TB bypass. Connect the hose from the radiator directly to the hard line that runs along the passenger side of the intake. This will cure your leak and keep your intake a bit cooler. The purpose of the coolant is to keep the intake from freezing up in extreme climates.
I'd suggest you look for vacuum leaks to see if that's what is causing your shifting issues.
