?? for those with digital h2o Temp Gauges?

I just added a Cyberdyne Digital temp gauge. I installed the sender in the passenger side head. The new gauge reads 20 higher than freescan. Is this normal since the pcm is reading from the water pump and is water returning from the radiator or is the sender in the waterpump reading the water BEFORE the radiator?

Thanks, Robert
