TBI starter on my 94 lt1

so my starter recently went out on my 94 z28. I picked up a new starter for 93-94 lt1 cars and started the swap. when got the old one out I noticed the mounting holes where offset from each other on the starter but where the same depth meaning it didnt matter if I mixed up the 2 bolts as they were the same length about 6 inches. my new starter had the parallel holes and one of them took a shorter bolt. after doing some research online I realized the new one was the correct one for the car. so after sliding the new one in place and connecting the wires i tried bolting it up and it would not line up? the opening where the starter gear is would not clear the flywheel? I did everything short of braking out the dremel to make clearance on the starter. the bad starter that came off of it after running the part numbers and confirming with pictures and a trip to the local parts store is from a TBI 350 and 4.3 found in trucks. anyone ever hear of this? also since that is what came off of it and worked should I just put another TBI starter on (which is cheaper)?

The straight one is for a 153 tooth flywheel, and the staggered one is for a 168 tooth. Usually small blocks have the 153 unless the flywheel/flexplate was swapped out.

Here's a pic of my stock 94 starter, holes are offset:

But I replaced it with a CVR Pro-Torque starter, and there are 2 sets of holes on it, one set for 168-tooth and one set for 153-tooth. All the holes are in a straight line. I swapped the starter myself, and never noticed the difference. Is it possible there are 2 different holes in the block for the inner bolt on the starter?

Hard to see in these photos, but this is the CVR:
