I noticed after I took the top plate off my tb there was no gasket in there at all and it looks like oil is inside it from it sucking it through my valve cover on the passenger side. Should this be a major concern?

There should be a gasket. It's available in a kit from GM, along with the gasket for the bottom plate. Shoebox has the info:

Without the gasket, a small amount of dirty air can be pulled into the engine, throught the port in front of the throttle blades.

A small amount of oil is fairly normal. An engine that spends a lot of time at high RPM may make it worse. IF its excessive, and dripping down into the airstream through the throttle body, it will gunk up the intake manifold. Excessive buildup would be the sign of a plugged PCV valve, or a large amount of blowby on the rings.
