It really needs to be monitored with a scanner to see what temp the pcm sees. That input will determine what the pcm will do. If the pcm sees the temp high enough that it should turn on the fans and does not, then there is a problem with the pcm. Are you sure that the temp is getting high enough for the fans to turn on? Stock ON fan temp is 226º. Even the dash gauge could be lying to you, since it derives it's temp from another sensor.
You could always try resetting your pcm for the lack of anything else to do.

Dang...that's what I thought....well, I'm in the middle of just wiring my fans up manually. I just got sick of spending all this money on my car to fix something that I couldn't put my finger on. Thanks for all your help though!!!
