Remember there are 2 fuses used for the fog light circuit. Fuse #2 (20amp) supplies the fog light relay contacts and is located in the engine bay fuse block.

The other fuse used by the fog light switch to power the fog light relay coil is Tail lights fuse #10(20 amp) and is located in the fuse block inside the cabin. However if this were bad the tail lights and license lamp would be out.

If the fuses aren't blown, then it's time to buzz out some wires. You can do it with an ohm meter or with a test light. The light method is much easier since the 2 ends of the wires your trying to ohm could be on opposite sides of the firewall. And if you don't have either, the test light can be purchased from any auto parts store cheap.

Assuming the tail lights work, You can start at the fog light and work backwards. Check the black wire at the fog lights to be sure it is grounded. With the test light clamp connected to + batt terminal, touch the black wire to see if the light lights up. If not you have a bad ground.

Now put the Test light clamp on ground (- batt terminal) and check the pins of the fog light relay. The FL relay is located in the under hood relay block and should be marked on the cover.

Pull the relay and with the FL switch on, pins 2 and 4 should light the test lamp (TL). If pin 2 is dead, you will have to work back to the FL switch in the dash. Go first to connector C200 pin A16 which is a yellow wire and C200 is a huge connector located between the drivers kick panel and the steering column. From there the yellow wire goes directly to the switch. If pin 4 of the relay socket is dead, there is a problem getting the signal from fuse #2 to the socket.
