This is the newest addition of startup problems. Battery is low, using a charger/jumper, get a god awful electrical buzzing sound above the brake pedal every time I turn it over. Is it likely to be the ignition switch on the column?

 

No what you hear is a relay trying to pull in. Ideally you don't want the battery voltage to drop below 11 volts while cranking.
