Starter bolt size 94 LT1...

What are the two bolt sizes for the stater for a 94 LT1?

I know they are 3/8", but unsure of how long.

You need to the specific type of bolt known as a "starter bolt". They are the same length for all modern Chevys, AFAIK. The bolt has a knurled shank that helps to properly locate the starter. A plain bolt will not work well. You want the type for a "mini starter".

Thanks.

I checked my box and the two bolts that I have look just like the ones shown, but they are black in color and the long bolt is only 3.75" and the shorter one is like 2". The longer one is too short, and the shorter one is too long.

The bolts you need should be the same as the old ones. Why not re-use them?
