Shoebox Help please

I am in the process of wiring in the obdII style 16-pin connnector in so I can get my car dyno tuned and for logging purposes. I got the wiring diagram and pic of the DLC off your web site and I had a question as to where the #4 and #16 go to. The #4 seems to be a power ground, so is that to any ground or is to the negative side of the battery? It also says that #16 is to B+. I was woundering if the # 16 is a 12v keyed or if the B+ means that it should goto a 12v source that is hot all the time (such as the battery). The others I am wiring are #5 to D1 (pcm ground)
#6 to D20 and #9 to D30. Does this look right I just want to make sure I get it right the first time. Thanks.

If you have not seen this on my site, it might make it clearer. B+ is hot all the time. I don't think it is used much, except for scan tools that are not self-powered. 4 and 5 look to be just chassis grounds.
