If it's that tight you are tightening it too much. I don't see how you could put it on hand tight and have that much trouble taking it off assuming you are oiling the seal.
I put mine on and remove it by hand. I've never needed to use a tool. If it's a little tight, I put a little piece of sand paper on my hand to improve the grip and it comes right off.

No anti-seize should be used. Just get a quality filter and install it correctly.
I had a crappo FRAM filter that had poorly cut threads, that galled against the filter mount threads, and I had to screw a "cap" type filter wrench to the filter can with 6 sheet metal screws and use a huge breaker bar to get it loose. And that was installed hand tight plus a 1/4-turn with two hands. Never had a problem like that with any filter but the FRAM.
