Rod bolts...

Can they be swapped with the motor still in the car?

Also what are some good ones and...

how high could* this allow me to spin... bottom end is completely stock otherwise.

To do it properly, no.

And, you shouldn't change the rod bolts without resizing or at least checking for bore distortion.

Rod bolts have to be pressed out/in. Hard to do with the engine in the car.
