they look like some type of roller rocker and some kind of valve train girdle to strengthen it up...or maybe some type of shaft mounted arms?

Those actually look like Comp Cam Pro Mags with a stud girdle

Comp pro-mags are as good as an affordable studmount will likely ever get, IMO.

They are a 1.70 ratio #1117 CC rocker arm installed by someone who should not have put down his broom. Ironically, I bought a set of CC r.arms that had wear patterns very similar. The assembly done by a commercial pro builder. Well known and very respected on this forum, btw.
