Removing Sealant in Bolt Holes

Long story short, there is allot of dried sealant in the bolt holes for my water pump and it is all packed down at the bottom. Does any one have a good way of removing this? I am pretty sure it will effect more torques during installation.

Thanks for your help.

Maybe run a tap through it? I usually just use a small screw driver or pick and get as much as I can. Sounds like someone really over did it last time (only coat 3/4 the way around a thread next time).
