The crank HP is course what is at the flywheel of the motor and wheel of course is the power at wheels.
What the difference is, is the wheel HP has the loss of the driveline reducing the HP that was at the crank.

The general accepted % is 15. Though some will argue less or more. Also manuals have less driveline loss than autos.
