That's one of those unanswerable questions. "Average" isn't possible to define. I'll try to help by first asking if you are referring just to labor costs or also parts. And by parts, you need to specify if you mean a stock level rebuild or something more exotic. If it's more exotic, they sky is (nearly) the limit. You can spend $2,000 and more just on block prep. Or if you bring it in clean and ready for the boring bar, and all you have done is a quick bore and hone with new cam bearings less than $200.

Unless you are prepared to spend $800+ on just the rods and pistons then keep it a VERY stock rebuild. The common cheap pistons are a step backwards from stock, and LOTS of LT1s have been "rebuilt" to lesser than stock setups.
Where you live and the quality of the rebuild makes a difference in labor costs too. I just spent $2010.00 for hot tank, line hone, deck and bore, polish crank, balance and assembly of a 355 LT1. I could have had the same thing done at a less known machine shop out in the sticks for about half the price.
