You can get in the 12's w/o a cam. A whole cam swap is too expensive. Get your basic bolt ons, sticky tires, pcm tune, and torque converter and you'll be close.
Headers, y pipe, exhaust, cut out, CAI, TBB, PCM, 160* therm., sticky tires, torque converter, pulleys, 3.73's, some weight reduction, strut tower brace and sway bar. That would bring you in the reall low 13's high 12's.
