Previous owner disables SES light..How can I get it back?

So today I found out my cars were hollowed out. which explains why when I got emissions tested it threw 2 codes for the cats. So that problem is solved. Now I have the problem of there being no SES light at all. I am almost positive that the previous owner cut or unhooked it in someway so prevent buyers from seeing it since it would have been on if the car had no cats.

I tried something I searched and found in another thread of unplugging the blue connector to the pcm and grounding the brown/white wire to see if it would come on. And it didn't so its definitely a circuit issue.

I looked in my hayes book and it had a diagram but its hard to follow where exactly in the car it goes. Where should I check is there some kind of connector somewhere which I could check?
