Please help - opinions needed

Hello,

I just purchased a new lt1 shortblock from someone. It has never been used and was on a pallet covered in plastic. It definitely needs a good cleaning. Can someone please help me and let me know the correct way to go about getting this into running shape. This is an OEM shortblock that has been sitting around since 1997. Crank turns easily. All I have done at this point is put it on my stand and oiled it up real well. Should I remove the main caps and check the bearings? Can I just put it back together after that with some assembly lube and retorque the bolts to spec?

All help is appreciated. Would like to avoid going to a machine shop if necessary. Plans for this block are a mild AI or LE package.
