I have some nice hesitation that started last night, If I hold first and hit it from a 10mph roll it chugs then takes off. It also happens if I hit the gas real quick in neutral or park.

But the kicker is I have no miss or problems in the higher RPM's.

 

Probably EGR sticking. Do 2 things, push the diaphragm by hand in and out. You can push it through the holes in the valve with your fingers. With the car off, see if it feels rough as you push and release it. Second, pull off the vac line and plug it and see if it runs better. Also I have encountered some that that are actually loose. Take it off and clean it and be sure to properly tighten it.

If that isn't it, it could be the TPS. It can be checked with an ohm meter.

 

The hesitation has almost disapeared, but there is still a little after open loop has been reached.

 

You mean closed loop. Have your injectors professionally cleaned through the rail, that will get rid of the problem.
