piece of copper pipe glued in bbk tb?

I bought a bbk 58mm TB from a buddy of mine. He bought it used as well. The guy he bought it from, had glued a piece of copper pipe in the back, bottom, between the two inlets. It doesn't disturb the flow any, but I'm curious what purpose it serves.

Some aftermarket TB's dont have their IAC passages setup the same way the stock TB does. Some people theorized that this might cause uneven air distribution at idle resulting in split BLM's. The copper tube was a 'mod' attempting to correct this.

Yeah I noticed that the copper pipe had a much smaller knotch cut out, allowing a lot less air into the passageway. I removed the pipe, but I'm wondering if I should put it back?
