Paper gasket above where oil filter threads bolt to block?

Paper gasket above where oil filter threads bolt to block?
When I bought my oilpan gasket kit from felpro it had two little gasket that were the correct diameter and had the correct hole spacing to be place in between the block and the boss that bolts down that the filter screws on to. Is there supposed to be a gasket here or not?
